Five Years of Consolidating Foundations for Sustained Development of Agriculture

The rural communities in the Democratic People's Republic of Korea witnessed a gigantic transformation in five years when creations and changes were made with bold practical action, uninterrupted innovation and continuous advance according to the grand blueprint unfolded by the Eighth Congress of the Workers' Party of Korea.
This gives a great strength and courage, passion and enthusiasm to the people across the country and makes them imagine with excitement a brighter future of the socialist countryside.

Resolute Switchover to Scientific Farming, Great Transformation in the Grain Production Structure

The WPK has regarded it as a political issue decisive of the victorious advance of the revolution and construction to solve the food problem of the people and led the purposeful and stepwise struggle for its realization with confidence.

At the Fourth Plenary Meeting of the Eighth Party Central Committee, the respected Comrade Kim Jong Un said it is the Party's view on strategic development to convert the agriculture of the country into the advanced one and bring about stable and sustained growth of the agricultural production with science and technology as the major driving force of the agricultural development and clarified the issues arising in consistently maintaining the scientific farming-first principle and ways to solve them. At the Seventh Plenary Meeting of the Eighth Party Central Committee, he indicated the specific tasks to powerfully accelerate the work for laying a higher foundation for the development of agricultural science and technology and solved all problems arising in doing farming in a scientific way.
As a result, modern agricultural science research institutions were built across the country, the agricultural production was put on a highly IT basis and the work for introducing diverse advanced farming methods and excellent agricultural sci-tech products done competitively in the rural communities throughout the country, thus making it possible to increase the grain production every year.
In particular, the state grain procurement plan was overfulfilled in 2023, the grain production goal set forth by the Party carried out at 107 percent in 2024 and higher grain output recorded in 2025.
The Fifth Session of the 14th Supreme People's Assembly and the Fourth Plenary Meeting of the Eighth Party Central Committee presented a revolutionary policy on changing the grain production structure of the country and powerfully propelling the rice and wheat farming.
According to it, the area under wheat cultivation has increased every year, with the result that tens of thousand hectares of area increased in 2024 as against the previous year and another over 30,000 hectares of area increased in 2025 and many regions and units reaped a good harvest of wheat. Last year, in particular, 32 high-yielding counties and many high-yielding farms, workteams and sub-workteams were produced, and 11 farms and more than 170 workteams turned out over 8 tons of wheat per hectare on an average.
The policy of the WPK on making science and technology the major driving force of the agricultural development and boldly changing the crop distribution brought about a tremendous change in the agricultural production of the country.

Strengthening of Material and Technical Foundations Guaranteeing Sustainable Growth

A stable and sustainable growth of the agricultural production is guaranteed by firm material and technical foundations of the rural economy.
At the Eighth Party Congress, the Fourth and Sixth Plenary Meetings of the Eighth Party Central Committee and other major Party meetings, the respected Comrade Kim Jong Un indicated the specific orientation and ways to restore irrigation system and facilities, expand the area for irrigation and do dry-field irrigation in a permanent way.
And at the Seventh Plenary Meeting of the Eighth Party Central Committee, he set stepwise goals guaranteeing successful completion of the overall irrigation system within a few years and clarified the tasks and principled issues for their attainment.

According to the revolutionary measures taken by the WPK, powerful construction forces of the People's Army were committed to the project and it was set as the foremost task of the whole Party and state. As a result, the irrigation project was conducted at a lightening tempo and finished without fail as reflected in the annual plan in the rural communities across the country.
At the historic Eighth Party Congress, Kim Jong Un stressed the need to push irrigation and mechanization of agriculture as an important strategic priority. And at the Fourth Plenary Meeting of the Eighth Party Central Committee, he elucidated in a comprehensive way the tasks and ways to supply the countryside with modern farm machines and completely renovate the farm machine industry.

Under his leadership, a sea of farm machines was witnessed in South Hwanghae Province, the biggest agricultural province of the country, the proportion of the farm work done by machines further increased than planned throughout the country in 2023 and the number of kinds of farm machines increased in 2024. Besides, the first- and second-stage projects for modernizing the Kumsong Tractor Factory with the crucial mission in putting the agricultural production on a modern and advanced basis were completed successfully and many farm machine producers remodelled. In this way, the annual goals according to the farm machine development plan were attained without fail.
All those successes achieved on the road of strengthening the foundation of agricultural production clearly show what kind of miracle is wrought by the firm determination and will of the Party Central Committee to make the countryside a civilized and rich socialist utopia.

Exemplary Entities Representing Modernity of the Countryside

The WPK is confidently ushering in a bright future of regional development and rural rejuvenation and its wise leadership brought about exemplary entities representing the modernity of the socialist countryside in all parts of the country.
At the Fourth Plenary Meeting of the Eighth Party Central Committee, Kim Jong Un set forth the construction of the Ryonpho Greenhouse Farm as the top priority of the major state building policy tasks in 2022. In January 2022, he made a field survey of the place designated for the construction and made clear detailed issues arising in the construction. On the day of its groundbreaking ceremony, he dug the first spadeful of earth for construction and pressed the detonator. Under his leadership a large-scale greenhouse farm worthy of pride in the world, the large farm district epitomizing modern civilization, was built in some months in the Ryonpho area exposed to the wind blowing from the sea.

The far-reaching plan of the Party brought about a leading vegetable production base in the Kangdong area of Pyongyang which was developed a generation more than the Ryonpho Greenhouse Farm in terms of intelligence and intensification and a city of new farm intensively showing the civilization of our times and the construction of large greenhouse farm which is bigger than those large-scale greenhouse farms built in recent years put together on the shore of the Amnok River at the northwestern end of the country.
In addition, there were built or remodelled many stockbreeding bases including the Kwangchon Chicken Farm, the veterinary medicament production base of the Veterinary and Anti-Epizootic Station under the Rural Economy Committee of North Hwanghae Province, the branch of the Hungsang Milch Cow Farm under the Rural Economy Committee of South Hamgyong Province, the Haeju Pig Farm under the Rural Economy Committee of South Hwanghae Province and the Hyesan Milch Cow
Farm under the Rural Economy Committee of Ryanggang Province.
The five years of vigorous struggle for creation and transformation writing a new great history of the socialist rural construction showed what great results are produced by the plan and decision of the WPK to build a powerful and rich country with its own efforts and proved the validity and vitality of the agricultural policy of the WPK and the inevitability of its victory.
