Before and Above the People
The Workers' Party of Korea regards the people as the God. It is the supreme idea and fundamental principle of our Party to grow flowers even on a rock if the people wish.Before and above such precious people are our beloved children valued most by our Party.
Over the past 10-odd years, the WPK has adopted policies of love for the rising generations and materialized them with credit.
Universal 12-year compulsory education system enforced
School uniforms, things and bags supplied to the pupils and students across the country
Conditions provided to bring up the orphans well
Dairy products and other nourishing foods supplied to the children
across the country at state expense
Advanced educational conditions and environment provided
Although there arose crucial tasks like the strengthening of the national defence capabilities, increase of the economic power and improvement of the people's living, the policies for the coming generations were always the first of the policies of the Party and state.In fact, the WPK which regards it as its supreme desire to provide the people with a happy life had to plan and do a lot of work for the people.
But the children were always above everything.
In the history of the WPK, the past 10-odd years were recoded as the decade when Party meetings were held more than ever before. What is important is the fact that the Party meetings specially dealt with the issues on the coming generations.
The Fourth Plenary Meeting of the Eighth Party Central Committee adopted it as a consistent policy of the Party and state to provide the pupils and students across the country with school uniforms and things at state expense. The Fifth Plenary Meeting of the Eighth Party Central Committee put special emphasis on having a proper viewpoint of education. The Ninth Plenary Meeting of the Eighth Party Central Committee discussed the issue on developing a high sense of responsibility in implementing the socialist policies for the schoolchildren as an important agenda item.
It is an unshakable faith and will of the WPK that much effort put into the rising generations will lead to the prosperity of the country.
Last year the northwestern border area of the Democratic People's Republic of Korea was hit by flood.
Flood damage is regarded as the biggest disaster in any countries and it is universal that they only consider the economic loss and set it as an urgent task to make up the loss.
But the WPK took crucial measures unprecedented in history to bring all the children and students of the families of flood victims to Pyongyang and nurse and educate them in a safe and convenient environment at state expense.

This is a manifestation of the WPK's outlook on the rising generations, which regards it not as a suffering but as the greatest happiness and honour to take all pains for them.
It is the mode of advance and development of the WPK to put the children before and above the people whom it regards as the God, show more sincerity to the coming generations in spite of difficult conditions and go forward by dint of the love.
