Country and Law for the People
Since the Constitution of the DPRK was enacted and promulgated on December 27, 1972, the firm institutional and legal structure could be consolidated to constantly strengthen and develop the DPRK into a genuine state of the people.
The Constitution of the DPRK is run through with the people-first idea that all the problems should be solved by relying on the strength of the people and everything in the society should serve the people. Herein lie the peculiar characteristics and superiority of the constitution.
The Constitution of the DPRK stipulates that the law of the DPRK represents the will and interests of the working people and it is the basic weapon of the state administration.
In the DPRK, all the laws are enacted, amended and supplemented on the basis of the requirements of the people.
The Law of the Supreme People's Assembly of the DPRK "On Enforcing the Universal 12-Year Compulsory Education" was promulgated at the Sixth Session of the Twelfth SPA in September 2012 and the DPRK Law on Child Care was adopted at the Sixth Session of the 14th SPA in February 2022.
It is a unanimous desire of the parents to feed their children well and make them happy. But it is not so easy as there is a saying that much effort is needed to bring up a child.
In the DPRK the universal 11-year compulsory education system has already been enforced since 1972, under which the new generations can learn to their heart's content without paying a penny and the children from birth to the preschool age are brought up at the expense of the state and the society thanks to the Law on the Nursing and Upbringing of Children adopted in 1976.
The universal 12-year compulsory education system is the intensification and development of the universal 11-year compulsory education system and the Law on Child Care is a subsidiary law of the Law on the Nursing and Upbringing of Children and stipulates the order on the production and supply of nourishing foods for the children and the provision of conditions for their upbringing.






According to the universal 12-year compulsory education system and the Law on Child Care, all the rising generations receive education until their working age at the state expense and the children across the country are provided with dairy products by the state free of charge, growing healthily.
In particular, baby homes, orphanages, and primary and middle schools for orphans have been wonderfully built in all parts of the country, so that even the parentless children are growing up happily without any sorrow.
Housing problem is an issue of greatest concern of the Korean people.
The DPRK Law on Dwelling Houses clearly explains issues arising in building modern urban and rural houses at the state expense and providing them to the people, firmly maintaining the principle of fidelity to the people in allocating the houses and strictly observing the order of using them.



The DPRK laws represent the popular character of the state to give the top and absolute priority to the interests and convenience of the people and provide them with stable and happy life environment and conditions.
